To provide a plant raising apparatus or the like which can make seedlings of a plant raised in an artificial raising process reach a target raised state adaptable to a natural environment in a target season in a natural cultivation process.SOLUTION: A plant raising apparatus 100 comprises a housing 200, environment adjustment parts (5, 8, 9, 11, 12, 13, 20, 78, 95, 98), and a control part 50. The housing 200 houses seedlings of a plant 1. The environment adjustment parts (5, 8, 9, 11, 12, 13, 20, 78, 95, 98) adjust a peripheral environment of the seedlings of the plant 1 inside the housing 200. The control part 50 controls the environment adjustment parts (5, 8, 9, 11, 12, 13, 20, 78, 95, 98) such that the seedlings of the plant 1 reach a predetermined target raised state adaptable to a natural environment in a predetermined target season.SELECTED DRAWING: Figure 1
