To provide a device and a method that navigate handling of an enforcer relative to an enforcement item of crisis handling, inclusively achieve load reduction of a communication task of the enforcer regarding detailed instructions and reports and a flexible management form of handling to save labor of progress management.SOLUTION: A crisis handling support device 10 includes: a model message selection unit 1521 for selecting a model message corresponding to a work flow to present it to a transmission source terminal 2A; a preparation unit 1522 for preparing a message for transmission that reflects input information to the model message by the terminal 2A; a message comparison unit 1541 for extracting difference information between the message for transmission and the model message; and a correction unit 1543 that refers to the difference information to correct the model message selected by the model message selection unit 1521.SELECTED DRAWING: Figure 1
