To provide an on-water target position determination device for determining the target position of an on-water sailing body which is capable of monitoring a plurality of underwater sailing bodies appropriately.SOLUTION: This on-water target position determination device is capable of tracking a plurality of underwater sailing bodies and is designed for determining the sailing target position of an on-water sailing body, and comprises: a first acquisition unit configured to acquire position information indicating the position of each of the underwater sailing bodies; a first calculation unit configured to calculate a score indicating the easiness of communication between the on-water sailing body and the underwater sailing bodies at the candidate position of the on-water sailing body which can communicate with one or more underwater sailing bodies on the basis of the position information; a second acquisition unit configured to acquire a tracking priority of the underwater sailing bodies by the on-water sailing body for each underwater sailing body; and a first determination unit configured to determine a target position on the basis of the score calculated for each underwater sailing body at the candidate position and the tracking priority acquired for each underwater sailing body.SELECTED DRAWING: Figure 2
