To provide a method for making quality of pulverized coal combustion fly ash high by physical and chemical modification, by using an inexpensive and simple device configuration.SOLUTION: A method of manufacturing modified fly ash includes the steps of: homogenizing fly ash slurry, in which raw powder composed of classified JIS ash of the fly ash and non-JIS ash of the fly ash is mixed with water, by slow agitation; and keeping pH of the homogenized fly ash slurry in the range of pH7-pH8.SELECTED DRAWING: Figure 1
