To provide an apparatus for producing powder by a plasma rotating electrode process and a method of producing powder each of which allows for prevention of wear, breakage and temperature rise by suppressing friction, and resonance caused by rotation of an electrode member.SOLUTION: A chamber 11 has a gas supply opening 21, and an electrode insertion opening 22. Gas supply means 12 is provided to be capable of supplying atmosphere gas to the inside of the chamber 11 from the gas supply opening 21. An electrode member 14 has an elongated shape, and is provided to rotate around a center axis along a longitudinal direction while one side part 14a is disposed inside the chamber 11 through the electrode insertion opening 22. Plasma irradiation means 15 is provided to emit plasma toward the one end part 14a of the electrode member 14 in the chamber 11. The electrode member 14 is disposed with a gap 16 in the electrode insertion opening 22 so that the atmosphere gas supplied to the inside of the chamber 11 from the gas supply means 12 is discharge from the inside of the chamber 11.SELECTED DRAWING: Figure 1
