To provide a pH neutralization treatment apparatus and a pH neutralization treatment method capable of compact and efficient pH neutralization treatment.SOLUTION: There is provided a pH neutralization treatment apparatus, including: a pH neutralizer tank 20; a pH neutralization water tank 30; a raw water supply passage 13L; a pH neutralizer supply passage 23L; a pH neutralizer dilution passage 33L that dilutes a pH neutralizer supplied from the pH neutralizer supply passage 23L with pH neutralized water taken out from the pH neutralization water tank 30 and supplies it to the pH neutralization water tank 30; and a pH neutralizer supply controller 50 having a primary mechanism of calculating a flow rate of the pH neutralizer from pH and a flow rate of raw water, which is necessary for performing a pH neutralization treatment to the raw water, and supplying it to the pH neutralization water tank 30, and a secondary mechanism of calculating a flow rate of the pH neutralizer necessary for further performing the pH neutralization treatment to the pH neutralized water based on pH and an amount of neutralized water, and supplying it to the pH neutralization water tank 30.
