PROBLEM TO BE SOLVED: To provide a method and an apparatus for efficiently signaling an indicator regarding interlayer prediction based on temporal sublayer information. SOLUTION: This is an inter-layer prediction method for video in which a plurality of layers including at least one temporal sub-layer are configured, and includes a step of acquiring information for a temporal sub-layer that allows inter-layer prediction. The information for the temporal sublayer includes the indicator information that informs the presence or absence of the temporal sublayer information used for the interlayer prediction and the maximum temporal sublayer that indicates the maximum temporal sublayer that can be referred to for the interlayer prediction in each layer.
