To provide an easily weight-savable non-woven fabric for a sound absorption material or a heat insulation material, capable of striking balance between excellent sound absorption property and powder fall prevention; and to provide a manufacturing method of them.SOLUTION: In a manufacturing method of a non-woven fabric for a sound absorption material or a heat insulation material, coating liquid containing thermal expansion particles is impregnated into a non-woven fabric base material formed by blending non-woven fabric base material fibers with fibers having a lower melting point than the non-woven fabric base material fibers, followed by thermobonding thereof, then a thickness of the non-woven fabric base material is adjusted to be 5 mm or more by expanding the thermal expansion particles, and on the other hand, the content of the thermal expansion particles after expansion is adjusted to be 20 g/mor less.SELECTED DRAWING: None
