To construct a road surface inspection technique which can be introduced with inexpensive capital investment, is resistant to errors, and enables highly accurate data analysis to facilitate road management.SOLUTION: A pavement information recorder 10 acquires flatness data measured at the time of traveling by an acceleration sensor, an angular velocity sensor, or both while measuring latitude and longitude information while a vehicle 2 is driven. Road surface images being still images or moving images of the road surface ahead or behind are imaged with a camera while traveling. A flatness analyzer 31 estimates an IRI at each point corresponding to the latitude and longitude information using the flatness data. An image analysis device 32 detects cracks on the road surface at each point corresponding to the latitude and longitude information by analyzing the road surface images.
