Two layers of flame resistant garment with an outer layer and an inner layer are disclosed, the outer layer having a flame resistant outer fabric laminated on a waterproof breathable layer. Flame resistant garments with a one layer fabric structure are also disclosed, one layer having a flame resistant outer material, a waterproof breathable membrane, and a heat controlled polymer coating.
