To determine assignment objects suitable to actual conditions for arrangement information.SOLUTION: The assignment object determination device 10 determines bases having good evaluation values among a plurality of bases as assignment objects in an order of higher priority for a plurality of pieces of arrangement information for requesting arrangement of products.
