PROBLEM TO BE SOLVED: To quickly and accurately detect a damaged house after disaster occurrence.SOLUTION: A damaged house is detected using an image in which a disaster occurrence area is imaged from the sky, and a house polygon acquired before disaster occurrence. Color information corresponding to a water impermeable sheet which covers a roof of the damaged house, is designated in advance. The image is divided into areas (S4) based on colors, and a sheet covering area having a color of the sheet, is extracted (S6) from the divided areas. A house corresponding to the house polygon having an overlapping area between itself and the sheet covering area, is determined to a damaged house (S8).SELECTED DRAWING: Figure 2
