PROBLEM TO BE SOLVED: To reduce a burden of paperwork in a certificate issuing institution.SOLUTION: In a comprehensive application support system, an application reception device installed in a certificate issuing institute, a business support device and a comprehensive application processing device are connected to each other. The application reception device has an input section which acquires an individual identification number of an applicant from a card and receives input of procedural type information used for identifying a type of an application procedure. The comprehensive application processing device has: a read information identification section which identifies resident information corresponding to the individual identification number acquired by the application reception device in a resident information database; a storage section which stores procedural item information where the procedural type information is associated with an item used in a procedure; and a certificate information generation section which generates certificate information including data about the resident information corresponding to the item used in the procedure related to the procedural type information acquired by the application reception device. The business support device has an output section which outputs a certificate using the certificate information in response to an output instruction.SELECTED DRAWING: Figure 1
