PROBLEM TO BE SOLVED: To provide a decentralized control device and a decentralized control system that can enable expansion of a system by newly connecting a master station device to an existing network while making alteration of the network unnecessary and enable improvement of communication performance in a system after expansion.SOLUTION: A decentralized control device 110 includes: a master station device 111 for managing overall communication control; and a plurality of slave station devices 112 for performing a control process for at least one control device 105. Each of the slave station devices 112 includes a master and slave switching unit 215 for switching between a master communication mode for communicating data with the master station device 111 via a communication path 120 and a slave communication mode for communicating data with the master station device 111 via another slave station device 112.SELECTED DRAWING: Figure 2
