PROBLEM TO BE SOLVED: To provide a water soluble developer capable of correctly detecting an opening flaw part since luminance of a flaw instruction pattern which appears is high, and visibility is also high, a developer layer of uniform thickness can be formed because of goof defoaming property and wetting property, the developer layer in which developer particles are dispersed in a uniform state can be formed without agitating again in coating of the developer, and the developer layer can be washed away with water after finish of the development work, so that work efficiency is good.SOLUTION: There is provided a fluorescent penetration flaw detection test water soluble developer in which a water soluble composition containing 85-98 mass% of sodium benzoate, and 1-10 mass% of polyoxyalkylene branch decile ether having 12.5-15 of HLB, is included in water by 60-200 g/L.SELECTED DRAWING: Figure 1
