To determine the number of additional radio resources and arrangement places so that predetermined quality standards are met.SOLUTION: A radio resource designing device which determines, in an object area divided into a plurality of meshes, the number of additional radio resources to be arranged additionally to existing radio resources and arrangement places thereof comprises: calculating means which calculates, based upon information related to generated traffic read out of a storage, a parameter defined with a function of each mesh and used to estimate communication quality, and also calculates, using the calculated parameter, a difference between communication quality before one radio resource is additionally arranged and communication quality after the radio resource is additionally arranged for each mesh; means which determines, based upon the difference calculated by the calculating means, a mesh where an additional radio resource is arranged so as to maximize a predetermined object function defined with a plurality of convex functions; and means which determines the minimum number of additional radio resources with which values of the object function or convex functions satisfy predetermined achievement conditions.SELECTED DRAWING: Figure 1
