The present invention comprises: a first supply/demand information acquisition unit that acquires first supply/demand information indicating an electric power supply/demand and a hydrogen supply/demand in a hydrogen generation system that generates hydrogen using electric power; a second supply/demand information acquisition unit that acquires second supply/demand information indicating an electric power supply/demand and a hydrogen supply/demand in each of one or more trigeneration systems; and a supply/demand management unit that determines, on the basis of the first supply/demand information and the second supply/demand information, at least one of (i) an upper limit value of an electric power amount which the hydrogen generation system can receive from an electric power network during a specific period, (ii) a target value of a hydrogen amount to be generated by the hydrogen generation system during a specific period, (iii) an upper limit value of an electric power amount which each of the one or more trigeneration systems can transmit to the electric power network during a specific period, and (iv) a target value of an electric power amount to be generated by each of the one or more trigeneration systems during a specific period.
