PROBLEM TO BE SOLVED: To provide a bicycle cable, a bicycle inner wire, a manufacturing device of the bicycle inner wire, and a manufacturing method of the bicycle inner wire, in which a surface member is strongly fixed to the outer peripheral surface of element wires.SOLUTION: A bicycle inner wire comprises element wires, a surface member provided on the outer peripheral surface of the element wires, and an adhesive layer including an adhesive for adhering the surface member to the element wires. The surface member includes a first portion, and a second portion disposed to form an air gap with the first portion on the outer peripheral surface of the element wires. The adhesive layer has a first thickness between the element wires and the surface member in the radial direction of the element wires, and a second thickness between the element wires and the air gap in the radial direction.
