The present invention comprises: a relational index computation part 100A which extracts n words from m phrases which represent the content of free conversations of m patients, the severity of the cognitive impairments of whom is known, and computes a relational index representing the relation between the m phrases and the n words; a prediction model generation part 14A which generates a prediction model for predicting cognitive impairment severity on the basis of a phrase index group formed from n relational indices for a single phrase; and a cognitive impairment prediction part 21A which applies to the prediction model the relational index computed by the relational index computation part 100A from a phrase input through a prediction data input part 20 so as to predict the cognitive impairment severity of a patient from the phrase pertaining to the prediction. According to this configuration, cognitive impairment severity can be predicted without carrying out a Mini Mental State Examination.
