PROBLEM TO BE SOLVED: To provide a catalyst structure which can efficiently produce hydrogen in the reforming reaction of a hydrocarbon and is easy to handle because of having high strength and to provide a fuel cell using the same which has high power generation efficiency.SOLUTION: There is provided a hydrocarbon reforming catalyst structure in which conductive metal substrates having an opening face each other. The catalyst structure has a catalyst layer containing inorganic fibers and metal catalyst particles between the conductive metal substrates facing each other and the conductive metal substrates facing each other are electrically connected by a conductive metal.SELECTED DRAWING: Figure 1
