PROBLEM TO BE SOLVED: To provide a clear file manufacturing apparatus capable of suppressing welding failures by reducing variation in folding of a clear file, and a clear file manufacturing system provided with the same.SOLUTION: A clear file manufacturing apparatus 1 that manufactures a clear file 100 by ultrasonically welding at least one side 103 of a sheet 101 folded into two is provided with: a sheet pressing mechanism 13 that is means for pressing at least two sides of the sheet 101 folded into two; an ultrasonic horn 11 that is connected to an ultrasonic wave oscillator 9 and that welds at least one of the sheet 101 folded into two in the pressed state of the edges by the sheet pressing mechanism 13; and a reception part 12 that is arranged oppositely to the ultrasonic horn 11 in the manner of sandwiching the sheet 101 folded into two.
