PROBLEM TO BE SOLVED: To make resource allocation possible when a mismatch with a constraint occurs between multiple systems.SOLUTION: A schedule arbitration system 10 is configured to include a schedule arbitration server 1 comprising an arithmetic unit 11-01 that generates a modified schedule for each server on the basis of a schedule and creation constraint information of each server and whole optimal constraint information which is a constraint related to whole arbitration between schedules when a mismatch in the schedule of each server is detected, calculates a credit value corresponding to claim strength of a priority of the schedule of each server according to a degree of the modification, and transmits a start notification of schedule arbitration including the modified schedule and information on the credit value to each of the corresponding servers.SELECTED DRAWING: Figure 7
