PROBLEM TO BE SOLVED: To provide: a method for reducing secondary waste chemically decontaminated, capable of collecting metal ions and/or radioactive nuclides adsorbed in a cation exchange resin by electrodeposition at a high current utilization rate and improving the collection rate of the metal ions and/or radioactive nuclides by the electrodeposition; an apparatus for eluting and collecting the secondary waste; and a chemical decontamination system.SOLUTION: An elution liquid tank 32 stores a mixed solution of hydrazine and at least one of formic acid, glycolic acid and malonic acid as an elution liquid. The elution liquid obtained by introducing the elution liquid to a cation exchange resin tower 21 having captured metal ions and/or radioactive nuclides to collect the metal ions and/or radioactive nuclides is introduced to the cathode chamber of an electrodeposition collection device isolated by a cation exchange membrane while controlling a pH; an electrolysis solution is introduced to the anode chamber; and the metal ions and/or radioactive nuclides are deposited and collected on the surface of a cathode by energizing an anode and the cathode.SELECTED DRAWING: Figure 1
