PROBLEM TO BE SOLVED: To provide a base-isolation construction capable of improving base-insulation performance.SOLUTION: A base-insulation construction 1 is a base-insulation construction 1 applied to a building 100 including an upper structure 3 and a lower structure 2. The base-insulation construction 1 comprises: a viscoelastic device 9 having elastic rubber 8, a spring mechanism 12 and an oil damper 13, and according with a Maxell viscoelastic model; and a rotational mass device 11 which exhibits inertial force based upon acceleration acting horizontally on the upper structure 3. The elastic rubber 8, viscoelastic device 9 and rotational mass device 11 are arranged in parallel with one another, and each coupled to the upper structure 3 and lower structure 2.SELECTED DRAWING: Figure 1
