To provide a flame resistance treatment device of a carbon material precursor capable of controlling a flame resistance treatment temperature of the carbon material precursor by introducing a new index, thereby providing a flame resistant article excellent in heat resistance (carbon material precursor with the flame resistance treatment conducted), and manufacturing a carbon material at high yield.SOLUTION: There is provided a flame resistance treatment device of a carbon material precursor having a heating device for conducting a flame resistance treatment on the carbon material precursor, temperature measurement means for measuring a temperature in the heating device, steam concentration measurement means for measuring steam concentration in the heating device, and temperature controlling means for feedback controlling a temperature in the heating device with the moisture concentration as an index so that generation of the steam is completed in the flame resistance reaction between a temperature range in which generation of the steam is promoted in the flame resistance reaction of the carbon material precursor, and a temperature range in which generation of the stream is promoted in a partial oxidation reaction of the carbon material precursor, and generation of the stream in the partial oxidation reaction is suppressed.SELECTED DRAWING: None
