PROBLEM TO BE SOLVED: To provide on-vehicle communication equipment, a management device, a management method, and a monitoring program capable of providing satisfactory security in a vehicle.SOLUTION: On-vehicle communication equipment 101 comprises: a communication processing part 51; a monitoring part 52; a notification part 53; and an operation log creation part 54. The communication processing part is configured to acquire an operation log of a relay part 111 and a monitoring log based on a monitoring result of a control part by the relay part. The monitoring part is configured to perform monitoring processing for monitoring the operation of the relay part. The notification part is configured to, when it is determined that abnormality occurs in the relay part in the monitoring processing, notify the occurrence of abnormality. The operation log creation part is configured to create the operation log of the on-vehicle communication equipment, and to monitor a communicating operation of the communication processing part, and to write a time stamp indicating time when the communication processing part receives the log information in the operation log of the on-vehicle equipment and an operation error in the operation log.
