PROBLEM TO BE SOLVED: To provide unified telephone services to an extension accommodated in each private branch exchange in the case where multiple private branch exchanges of different manufacturers or models are existent on an IP network.SOLUTION: The present invention relates to a private branch exchange comprising: a local control part which acquires call event information and first call state information in one or more peripheral devices connected to the private branch exchange and virtualizes the peripheral devices; and a user control part which receives the call event information and the first call state information of the virtualized peripheral devices from the local control part and, based on the received call event information and first call information, transmits a call state transition instruction for the peripheral devices and second call state information indicating a call state of a transition destination to the local control part.
