To provide attendance managing server, system, method and program that manage work hours which is a work record of an employee, and on-duty hours which is a time at which the employee was actually at a work site.SOLUTION: An attendance managing server 100 of an attendance managing system 1 that performs attendance management includes, as functions thereof: a positional information obtaining unit 131 that obtains positional information from a user terminal; an on-duty hour receiving unit 132 that obtains on-duty hours from the user terminal; an on-duty hour storing unit 133 that stores the on-duty hours; a work hours receiving unit 134 that obtains work hours; a work hours storing unit 135 that stores the work hours; a managing unit 136 which determines that the on-duty hours are proper when the start clock time of the on-duty hours is faster than the start clock time of the work hours by a predetermined time, and the end clock time of the on-duty hours is later than the end clock time of the work hours by a predetermined time; and an evaluating unit 137 that evaluates an employee on the basis of the work hours and of the on-duty hours.SELECTED DRAWING: Figure 2
