To design a process that enables determination of a process error at an appropriate stage.SOLUTION: A process designing system 100 determines processes for processing a plurality of removal areas 202 from a bare material to obtain an object 201 in a predetermined shape. The process designing system 100 includes: a tree obtaining unit 101 that obtains a sequence tree 400 which represents, in a hierarchical structure, candidates of a process sequence for the removal areas 202 derived by limiting the process sequence for the removal areas 202 on the basis of a geometrical constraint condition; a measuring process inserting unit 106 that inserts a measuring process at timing after completion of the process in a higher hierarchy where a lower hierarchy is present and before the process in the lower hierarchy relative to the sequence tree 400; and a sequence determination unit 105 that determines the processing processes using a predetermined preferential condition on the basis of the sequence tree 400.SELECTED DRAWING: Figure 1
