In the event of a failure, especially when the operation of some rotors has failed, the flight can be controlled in response to the failure, or at least used for control in the event of a failure. It is an object of the present invention to provide a device, a method, and the like that can detect the failure. A rotor control signal generation circuit for generating a rotor control signal for driving a plurality of rotors for flying an unmanned aerial vehicle by a driving device; and a measuring device for measuring a physical quantity related to operation of at least one of the plurality of rotors. A failure detection circuit that detects a failure in at least one operation of the plurality of rotors using a physical quantity measured by the measuring device, wherein at least one operation of the plurality of rotors detected by the failure detection circuit is provided. The present invention provides a control device for an unmanned aerial vehicle and the like, in which a rotor blade control signal generation circuit is configured to generate a rotor blade control signal according to the obstacle.
