To provide equipment against tsunami which uses bridge piers of elevated roads etc. that support surfaces of road etc. with multiple bridge piers provided in front and rear at a certain distance in the forward-moving direction of vehicles, and to provide its construction method.SOLUTION: Panels 3 are attached between the front and rear bridge piers 1 in contact with side surfaces orthogonal to the front-rear direction of bridge piers 1, the space between the panels 3 attached to both sides of the pier 1 is strained and integrated with tendons such as PC steel and after that filling materials 5 such as lightweight mortar are filled between the panels 3 on both sides.SELECTED DRAWING: Figure 4
