For a base resin containing chlorinated polyethylene, polyvinyl chloride, and a plasticizer, an organic peroxide, an inorganic filler, and a silane coupling agent, at a specific ratio, which is equal to or higher than the decomposition temperature of the organic peroxide. Step (a) of melt-mixing at a temperature, step (b) of molding after mixing the silane master batch obtained in step (a) and the silanol condensation catalyst, and step (b) of forming the molded article. (C) cross-linking by contact with moisture, and in step (a), 5-55% by mass of a plasticizer in 100% by mass of a base resin used at the time of reaction with the silane coupling agent.
