To provide a component mounting system capable of determining an allocation of an operator so as to product effectively a mounting substrate in a plurality of component mounting lines, an operator allocation system, and an operator allocation method.SOLUTION: An operator allocation method includes an operator allocation step of determining an operator allocation for an operation generated in each line of a first component mounting line L1 and a second component mounting line L2 so that a production completion time of the second component mounting line L2 which is predicted that the production completion time is later than that of the first component mounting line L1 becomes earlier when producing a prescribed mounting substrate.
