The aim of this invention it to accelerate the Network selection avoiding performing multiple and/or full band scan to detect all the available networks that offer a data service for a mobile device. More specifically, the mobile device make use of its Preferred Public Land Mobile Network list which is built for a given geographic region based on a processing of its own previous learning and the learning of other mobile devices by a processing platform in order to prioritize the networks. The selection mechanism aims to reduce the time and the energy consumed to attach to a network.;The present invention describes a method to establish a data communication between a mobile device (tracker), having IoT mobile device system, and a station terminal.
