the present invention relates to a first member of a blockchain that obtains a blockchain asset transferred by a second blockchain member that responds to an asset transfer request for an off-chain asset, where the blockchain asset is issued by an anchor point on the blockchain and retained in an account for the second member. when a first transfer operation to transfer the off-chain asset to a beneficiary of an account opened in the first member fails, a second transfer operation to the beneficiary is carried out from the first member's own account. the first member writes a transaction chargeback application for an asset transfer transaction corresponding to the blockchain asset transfer request in a blockchain blockchain ledger. the first member performs an asset clearing with the second member for the off-chain asset corresponding to the second transfer operation.
