Systems and methods of the present invention provide a server device for processing instructions that, when executed, cause the systems to: generate a main programmatic activity associated with a global English scale (GSE) and an assessment for the main programmatic activity; calculate a preliminary assessment of the activity, identify a limit value in a database; and if the preliminary assessment score is below the threshold, they generate supplementary programmatic activity and assess and calculate a second assessment score. If the preliminary assessment score is above the limit, a certificate score is associated with the assessing user.
