a networked computer system can associate an operator with a mobile device. in addition, the network computer system can monitor the operator using the mobile device during a time interval in which a cargo vehicle is operated between a start location and a destination location. during the time interval, the networked computer system can control the mobile device in the transmission of interval data. interval data can include (i) cargo vehicle location information over the time span, (ii) vehicle operating information for the cargo vehicle while the cargo vehicle is in operation, and (iii) device information mobile. based on the interval data, the networked computer system can determine one or more subintervals in which the cargo vehicle is off or the operator has left the cargo vehicle when the cargo vehicle is idle. in addition, based on the interval data, the network computer system can evaluate the operator over the interval using the interval data. operator assessment may include using information from the mobile device to assess the operator at one or more sub-intervals.
