The method of creating a digital vector map/ digital model of entity height or slope change for the optional degrees of entity state change, a digital reference model (DTM1) is created by aerial imagery of the geodetic site area before the event without entities or reference digital model is created ( DTM2) of the terrain by aerial scanning of the geodetic site area after the event, or the corrected digital model (OFFSET DTM2) of the terrain based on the terrain reference digital model (DTM2) with the offset depth parameter (m) is used. An aerial image of the surface area of the entities is performed in the geodetic site after the event, resulting in a digital model (DSM2) of the surface of the entities. By aerial scanning of the surface area of entities in the geodetic site or manually in the field, the standard height of the entities is measured. Using hardware computing means a datagram (DSM) of surface entities is created from a digital model (DSM2) or from (DTM1). Alternatively from reference digital model (OFFSET DTM2) a reference data matrix (DTM) terrain is being created.
