Process for the conversion of petroleum charges for the production of fuel oils with a low sulfur content, comprising the following successive steps; a step of hydrodemetallization in a fixed bed of the feed using upstream a system of reactors which can be changed into fixed beds, a step of hydrocracking in a fixed bed of the hydrodetallized effluent in the presence of a hydrocracking catalyst, a step of separation making it possible to obtain a heavy fraction, a step of hydrodesulfurization of the heavy fraction into which hydrogen is injected.
