The embodiments of the present disclosure relate to a dynamic resource granting method and device in a communication system, and a computer readable medium. According to the embodiments of the present disclosure, a device in a provider network may dynamically send a request to a network device in the provider network according to a resource utilization situation in the provider network. In addition, the provider may perform billing negotiation with the operator, so that the resource request and allocation are more reasonable, and the resource utilization rate is improved. Furthermore, according to the embodiments of the present disclosure, the operator may also perform billing negotiation with a user, so that the user may request and use resources in a more optimal manner.
