A rescue assist device for use with a throwable personal floatation device isprovided. The device includes a top handle member, a bottom member including afirstcoupling feature, and a first side member including a first end and a secondend,wherein the first end is connected with the top handle member, and wherein thesecondend is connected with the bottom member. The device also includes a secondsidemember including a first end and a second end, wherein the first end isconnected withthe top handle member, and wherein the second end is connected with the bottommember. Further, a first end of a retaining arm is pivotably connected withthe first sidemember, and a second end of the retaining arm includes a second couplingfeature thatis configured for being releasably engaged with the first coupling feature.
