A facility for high-efficient waste heat recovery and ultralow smoke dust emission from a coal-fired boiler, which is centered on a lower smoke outlet connected to the coal-fired boiler using a wet desulfurization treatment process, above which domed flue gas condensing covers (2, 3, 4, 5) are built, such that mixed steam-containing smoke dust passes through a water-cooled spiral waste heat recovery tube array (8, 9, 10) distributed below the condensing covers (2, 3, 4, 5), heat energy being recovered in total heat in a reverse and stepwise manner and being used for generating hot water in high temperature; the smoke dust is cooled, by means of multi-layer condensing covers (2, 3, 4, 5), in a specific channel, water mist is condensed into condensed water which flows along the edges of the condensing covers (2, 3, 4, 5), solid matter in the smoke dust is treated in a centralized and unified manner after being refluxed and collected along with the condensed water, and then the residual smoke dust passes through an electronic negative oxygen ion dust reducing device (6) placed on the top layer of the flue gas condensing covers (2, 3, 4, 5), such that ultralow smoke dust emission of the coal-fired boiler is achieved.
