The microwave amplitude phase controller (100) comprises: a first substrate (1) and a second substrate (2) provided opposite to each other; a liquid crystal layer (8) provided between the first substrate (1) and the second substrate (2); a conductive layer (3) provided on one side of the first substrate (1) facing the liquid crystal layer (8), the conductive layer (3) being configured to receive a first voltage signal; and a resonance structure (4) provided on one side of the second substrate (2) facing the liquid crystal layer (8), the resonance structure (4) being configured to receive a second voltage signal and being configured to transmit a microwave signal.
