Disclosed is an audio-video monitor device capable of remotely monitoring vital signs by means of a mobile phone, comprising a vital signs monitor (1) and an internet protocol camera (7); a photoelectric sensor group (2), a 3D step-counting sensor (3), a body temperature sensor (4), a GPS positioner (5), a vital signs monitor main control chip (6), a wireless transmitting module (101), a battery (102) and an AD module (103) are disposed in the vital signs monitor (1); the vital signs monitor main control chip (6) is connected to the internet protocol camera (7); a WIFI network module (71), a 3G/4G/5G/6G module (72), an RJ45 network module (73), a signs data receiving module (74), an internet protocol camera main control chip (75) and an audio-video module (76) are disposed in the internet protocol camera (7); and the internet protocol camera (7) is connected with a network switching router (8) or a cloud server (9), the network switching router (8) is connected to the cloud server (9), and the cloud server (9) is connected to a terminal. The monitor device frees a guardian from a heavy task, and the signs and audios and videos of a monitored person can be viewed by means of a mobile phone anytime and anywhere.
