[Problem] To provide a device and method for controlling brain waves and cell activity by photic stimulation in which violet light or other light having a specific wavelength is radiated continuously or at a specific blink frequency, and a device for improvement, prophylaxis, or enhancement of brain function. [Solution] The above problem is solved by a device for controlling brain waves or controlling cell activity by radiating light having a specific wavelength to a subject continuously or at a specific blink frequency, the device for controlling brain waves and cell activity through photic stimulation being characterized by having: a light source for radiating light having a specific wavelength continuously or at a specific blink frequency; and a control unit for controlling emission of light for inducing specific brain waves, the brain waves of the subject receiving the light being the same as, substantially the same as, or differing from an irradiation state of the light. The light herein is preferably violet light, and the irradiation state of the light is preferably continuous or a blink frequency of more than 0 Hz to 150 Hz.
