Disclosed are a software defined network (SDN) based SDN controller, and a traffic engineering system and a traffic engineering method including same. The software defined network (SDN) based SDN controller, and the traffic engineering system and the traffic engineering method including same comprise: a plurality of network devices in which locators and identifiers are separately provided; an SDN switch; an SDN controller; and a mapping management unit. Thus, it is possible to provide a high-efficiency and high-performance SDN controller which distributes and adjusts tunnel traffic in the network devices to a new tunnel path according to network link usage of the tunnel traffic, a traffic engineering system and a traffic engineering method including same.
