Disclosed are a network switching method, an AMF apparatus and an SGSN apparatus, which relate to the technical field of communications and are used to solve the problem of seamless switching between an NG-RAN and a UTRAN not being possible in the prior art. The method comprises: in order to complete seamless switching from an NG-RAN to a UTRAN, an AMF apparatus acquiring mobility context information, in the NG-RAN, of a user and sending same to an SGSN apparatus, the SGSN apparatus acquiring mobility context information, in the UTRAN, of the user according to the mobility context information in the NG-RAN, and subsequently, the SGSN apparatus and the AMF apparatus completing seamless switching from the NG-RAN to the UTRAN according to the mobility context information, in the UTRAN, of the user; and in order to complete seamless switching from the UTRAN to the NG-RAN, the AMF apparatus receiving the mobility context information, in the UTRAN and sent by the SGSN apparatus, of the user, and acquiring, according to same, the mobility context information, in the NG-RAN, of the user, and subsequently, the SGSN apparatus and the AMF apparatus completing seamless switching from the UTRAN to the NG-RAN according to the mobility context information, in the NG-RAN, of the user.
