Disclosed by the present invention are a multifunctional dielectric strength testing device and a dielectric strength testing method, the multifunctional dielectric strength testing device comprising a housing made of an insulating material, wires leading out from the housing and adapted to various ports, and a lead interface for accessing a detection component, wherein the wires comprise a first lead that shorts together signal wires adapted to a signal wire port and leads out, a second lead that shorts together neutral and live wires and leads out, and a third lead leading out from a ground wire; and the lead interface comprises a positive interface which is connected to a positive lead-out wire of the detection component and which is connected to the second lead, and at least one negative interface which is connected to a negative lead-out wire of the detection component. The multifunctional dielectric strength testing device of the present invention may greatly improve test efficiency, improve operation safety of testers, and save testing resources.
