Disclosed are a device for alternately jacking an added storey of a building with high-strength concrete columns and steel slideways, and a construction method therefor. The device comprises a steel slideway (2) arranged on each frame column (1) and a movable steel bracket arranged on an opposite lateral circumferential surface of each frame column (1). The movable steel bracket comprises a fixed upper bracket (3) and a lifting lower bracket (4), wherein the fixed upper bracket (3) is fixed to the frame column (1), and the lifting lower bracket (4) is hung on the steel slideway (2); the lifting lower bracket (4) is provided with a jack (5); the bottom of the jack (5) is mounted at the top of the lifting lower bracket (4); and the top of the jack (5) abuts against the bottom of the fixed upper bracket (3). The construction method using the device can expand usage space under the premise of ensuring the original appearance of a building, with a short construction period and low costs.
