Provided are a pulse coherent Doppler anemometry laser radar and an anemometry method, comprising a light source emission unit, a signal receiving unit, a detection unit, and a signal processing unit, wherein the light source emission unit and the signal receiving unit are both connected to the detection unit, and the detection unit is also connected to the signal processing unit, wherein the signal receiving unit and/or the detection unit are/is provided with at least one noise filtering device; the light source emission unit is configured to emit a laser pulse to an airspace to be measured, and also configured to transmit a local oscillation light signal to the detection unit; the signal receiving unit is configured to receive an atmospheric scattered light signal, and also configured to transmit the atmospheric scattered light signal to the detection unit, wherein the atmospheric scattered light signal is obtained by the laser pulse scattered by means of atmospheric particles in the airspace to be measured; the detection unit is configured to perform beat balance detection on the basis of the local oscillation light signal and the atmospheric scattered light signal to obtain a detection resu and the signal processing unit is configured to calculate and obtain wind speed information according to the detection result and a Doppler effect relation. According to the present application, noise can be filtered better, thereby helping to improve the signal-to-noise ratio of the radar and the accuracy of anemometry.
